English Local Authorities Plan to Dispose of Community Hubs and Sports Centres to Manage Finances

Based on a new poll of municipal councils, UK councils are preparing to sell community centers, sports centres, and retail spaces as they bet on a fire sale of assets to balance the books.

Growing Financial Pressures Drive Asset Sales

The Key Cities Group representing major urban areas in the UK stated that 60% of councils are planning to dispose of properties to cover the escalating costs of adult and children’s social care.

Local governments have in the past faced criticism for disposing of playing fields and land to support their finances, but they contend they must continue to generate essential revenue from asset sales or face insolvency.

This coalition noted that a significant number of councils seeking to raise money from a fire sale of holdings marked “a distinct shift from 2024, when the largest share (60%) of municipal officials stated they would prioritise service redesigns and using financial reserves to manage growing fiscal pressures.”

Specific Cases of Planned Sales

One local authority in Kent said its asset disposal plan featured the disposal of a retail complex in a local town and a community venue in another town to raise £20m over the next half-decade.

  • A local golf course and commercial properties owned in two English counties, which all generate rent for the authority, will additionally be sold under the plan.

Council Tax Increases and Broader Financial Strains

The survey of councils in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of authorities will have to increase council taxes next spring to address the rising cost of essential services, higher levels of housing insecurity, and a persistent housing shortage.

The authority said it will proceed with asset sales after sharp increases in the cost of youth support, support for vulnerable learners, adult social care, and short-term housing.

“We are taking creative strategies but certain measures take time to achieve both better provisions and financial savings,” said a council leader.

He continued: “We face demographic pressures which will persist to add to the strains we have. As a unitary authority, we had a drastic reduction in our revenue support grant from over the past decade, which is very challenging.”

National Trends and Forecasts

A survey of county councils recently further found council budgets being strained by the increasing figures of children and older individuals requiring Send support.

The County Councils Network said that council deficits will hit 4.4 billion pounds a year by the end of the decade, as they struggle to cope with increased demand.

Government officials have delayed planned reforms to the special educational needs framework until next year after a white paper outlining those changes was recently delayed.

Disadvantage and Funding Shortfalls

According to the most recent deprivation measures (IMD) covering UK local authorities, several key cities members were among the most deprived in England.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 nationally under the latest IMD measures,” said the report.

“While only a single urban area is among the ten most deprived for disadvantaged communities countrywide, cities are much more prone to be in the worst-off 20% of the nation. The data underscores the extent of challenges confronting local leaders across major urban centers in the coming year,” the analysis concluded.

“Local government leaders have been explicit about the necessity for a equitable and lasting funding system that accounts for and responds to the actual extent of deprivation and demand,” stated Michael Mordey.

“Lacking this, councils will continue to face impossible choices around which vital provisions to allocate spend to, and which to cut, to the disadvantage of their residents.”

A fifth of councils have reduced or weakened care services in the last year, the survey found.
